Selection Committee fixes norms for shooting competitions
The Selection Committee in its meeting held on 24th July 2009 has fixed norms for following competitions:

The average of two high scores out of three scores plus the highest score in Finals during the above championship/trials will be the basis for selection of shooters. In case of a tie, the higher score achieved by the shooters in the Qualification Round during the Masters Meet/Selection Trials will be considered for selection. For juniors, the selection will be made only on the basis of scores achieved in the Qualification Round. The decision of the Selection Committee will be final.

In case of a tie, the higher score achieved by the shooters in the World Cup/World Championship will be considered for selection. In case a shooter fails to achieve the MQS (for juniors 5 points less than MQS), he/she may not be considered for selection.
For the shooters who took part only in world cups during the year 2009, average of two high scores will be considered for selection. The decision of the Selection Committee will be final.

The Governing Body of NRAI, in its meeting held on July 16, 2007, decided to remove the civilian category from the program of NSCC. This was done in view of the government decision to allow all the participants of NSCC to import arms/ammunition subject to achieving the minimum qualifying scores.

" height="240" hspace="5" align="left">Double Trap shooter Vikram Bhatnagar won the Delhi State Rajiv Khel Ratna Award on August 22, 2007. The ceremony was held at the Rajiv Gandhi Stadium in Bawana Village, north of Delhi.
The award was conferred by Aravinder Singh Lovely, Minister of Education and Tourism, MP Sajjan Kumar and MLA Surender Kumar. The event was conducted by Shri Satpal, the award winning wrestler of yesteryears.
Bhatnagar was born in the Capital city, and has been shooting competitively since year 2000. He became a Top 10 (renowned shot) in his very first competition and has been progressing every year since. In 2002, he won the Bronze medal in both the Shooting National Championship as well as in the National Games with a new Games Record.
In 2005, Bhatnagar performed well enough in the Nationals and the accompanying selection trials to be picked to represent India in the Commonwealth Games in March 2006 at Melbourne. There, he was paired with Olympic silver medallist Rajyavardhan Singh Rathore and together they put up an excellent score and contributed significantly to the Silver medal.
In September 2006, he shot a good score and helped the team in winning gold in the coveted Asian Clay Shooting Championships in Singapore. The same year, in December, he strongly contributed towards the silver medal in the Asian Games at Doha, Qatar.
Bhatnagar’s highest ranking: 10 as on April 01, 2007; world ranking: 32 as on April 01, 2007.
About the award
The Rajiv Gandhi State Sports Award is presented every year, on the lines of Arjuna awards, to outstanding sportspersons of the country for excellence in various sports. The government of Delhi also presents awards to outstanding sports persons over 14 years of age in different disciplines for promotion of sports in the state. Known as the “Rajiv Gandhi State Sports Awards”, this award is given away every year on August 20 and carries a cash prize of Rs two lakh, a citation and a befitting memento.
For sportspersons to be considered for this award, he or she should have given outstanding performance at the National and International level for three years prior to the year for which the person is being considered for the award and in not that year in particular the person should have achieved excellence in his or her specific discipline of sports. Besides, the sportsperson should have displayed a high sense of discipline, sportsmanship and the best quality of leadership.

Surendra Singh Championship conducted successfully
The Amity International School at Noida, in Uttar Pradesh, organized the XIth All India Kumar Surendra Singh Inter School Shooting Championship in Air Weapons at their shooting range in Amity University complex from July 27 to July 31, 2007. The competition was open to school students across the country in individual as well as team events.
The scores obtained in this championship will now be considered as qualifying scores for the National Shooting Championship Competition (NSCC), and shooters will be eligible for direct entry provided they obtain minimum scores as laid down in the NRAI Match Book.
There were 207 schools, comprising 670 shooters, from all over the country. The largest contingent of 200 shooters was from Uttar Pradesh, the host state. Maharashtra contributed 87 shooters followed by Uttrakhand 66 and Punjab 64. There were two categories: juniors below 19 years, and sub-juniors below 15 years as on December 31, 2007. The opening ceremony was extremely colourful, and was attended by many dignitaries of the Amity University. Digvijay Singh, President of NRAI was the chief guest. Avtar Singh Sethi, Senior Vice President of NRAI, and Baljit Singh Sethi, Secretary General of NRAI, were guests of honor. Dr. Mrs. Amity Chauhan presided over the function.
The occasion was graced by Dr. Ashok K Chauhan, Founder President RBEF. He declared that the Amity International School will contribute a rolling trophy for the best shooter of this tournament. He greatly appreciated the excellent work being done by the NRAI in promotion of shooting sport in the country, especially at grass roots level in colleges and school.
Amity rolling trophy was awarded to Aliana Paul of Maharastra. She established a new Meet Record in Open Sight Air Rifle (NR) Sub Junior Women’s event and was the youngest shooter in the meet.

NRAI picks winners for World University Games
The Ministry of Youth Affairs & Sports, through the Sports Authority of India, entrusted upon NRAI the task of selecting a team for the World University Games held in Bangkok between August 8 and August 13. The time at NRAI’s disposal was short but efforts made by Deep Bhatia and Mohinder Lal, under the able guidance of Secretary General Baljit Singh Sethi, enabled the team to reach Bangkok in time.
A team of 23 shooters (15 men and 8 women) was selected in an open trial at the Dr. Karni Singh Shooting Range in New Delhi.
Harveen S.Rao created a “Games Record” in the Air Pistol Women’s event. She scored 388/400 and won the individual gold medal. In the Finals, she shot 486.1 and beat the reigning Olympic champion.
In the team event, Harveen joined Shweta Chaudhary (383) and Lakhbir Kaur (372) to win a bronze medal in the Air Pistol Women’s event.
In the finals of the 25-metre Pistol event, Shweta Chaudhary scored 581/600. She shot 193.3, totaling 774.3, and was ranked 7th. Mohd Ashab also reached finals of the double trap event with a score of 130+34 and was ranked 6th.

Asab excels at Junior Competition in Suhl
A team of 24 men and 15 women from India participated in rifle, pistol and shotgun events at the Junior Competition held in Suhl between May 14 and May 20. Mohd Asab bagged a gold medal in Double Trap with a score of 126+41=167. He has been consistently improving his performance and is expected to perform even better in future. The double trap team comprising Mohd. Asab, Sangram Singh Dahiya and Asher Noria too won a silver medal. The performance of remaining shooters was below expectations.

Sajjan Sethi shotgun meet conducted successfully
The V Sardar Sajjan Sethi Memorial Masters Shooting competition is held every year in all rifle, pistol and shotgun events. This year, it was held in Jaipur between February 24 and 28, 2007.
Participation in the event is by invitation, and only top shooters makextremely colourful, and was attended by many dignitaries of the Amity University. Digvijay Singh, President of NRAI was the chief guest. Avtar Singh Sethi, Senior Vice President of NRAI, and Baljit Singh Sethi, Secretary General of NRAI, were guests of honor. Dr. Mrs. Amity Chauhan presided over the function.

Sajjan Sethi shotgun meet conducted successfully

So far, Rajasthan has been devoid of any shooting range of national or international standards. Now, the Jaipur Development Authority has developed a new sports complex on 18 hectares of land near Village Todi Ramjanipura, near Jagatpura, called Jaipur OASES. The name connotes organized archery, shooting and equestrian sports. Of the total land area, JDA has allotted only six hectares for a shooting complex, and is on the lookout to acquire more land.
At the time of the tournament, the trap and skeet ranges – 4 each – were ready for use. Rifle and pistol ranges – the 50-metre, 25-metre, 10-metre and a final range of 10/25/50-metre – were in the process of being developed. The shotgun ranges are equipped with Laporte machines while the rifle and pistol ranges will be installed with the SIUS ASCOR electronic equipment. When fully developed, these shooting ranges will be one of the best in the country. The Rajasthan Rifle Association has already planned to hold the next Asian Clay Shooting Competition there in 2008.
The new sports complex was inaugurated on February 24 by the state chief minister Vasundhara Raje Scindia. Other dignitaries present on the occasion included H. E. Sheikh Salman S. S. Al Sabah, President of the Asian Shooting Confederation, Luciano Rossi, Vice President of the ISSF and other senior ISSF officials.
The shotgun meet was the first event to be held there. In double trap, Ronjon Sodhi scored 138 + 47 = 185, which is praiseworthy. He is gradually improving and is expected to win a quota for the 2008 Beijing Olympics in the forthcoming ISSF World Cups/Asian Shooting Championship in Kuwait.
Performance of the remaining shooters was satisfactory.

Good performances at Surendra Singh Memorial rifle and pistol meet
The 8th Kumar Surendra Singh Memorial Shooting Championship in rifle and pistol events was held between March 7 and March 12, 2007, at the Dr Karni Singh shooting range at Tughlakabad in New Delhi.
This championship, an annual event, is organized by the NRAI or one of its affiliated units in memory of the Late Kumar Surendra Singh, former President of NRAI.
A record 29 states/units comprising 411 shooters (165 men and 148 women) participated. As always, Maharashtra field the maximum number of 82 shooters (35 men and 47 women). Uttar Pradesh, Punjab and the Indian army fielded 46 (36 men and 8 women), 36 (14 men and 22 women) and 37 (32 men and 5 women) respectively. The fact that women shooters turned out in large numbers is an encouraging sign.
All men’s events were dominated by the Services. Of late, the Indian navy shooters are outperforming their army counterparts. The Indian navy shooters won four gold and four silver medals, followed by the Army who secured three gold and four silver medals in various team events. The BSF won six bronze medals in various team events. In future, there is expected to be a close contest between these three units.
Eight shooters in the 10-metre air rifle ISSF championship men’s category scored 590 and above while eight participants in the 10-metre air rifle ISSF championship women’s category scored 390 and above. If such scores are maintained, the shooters will acquit themselves well in future International Competitions.

Assam gets its first shooting range
A new shooting range complex opened at Kahilipura in Assam on the occasion of the 33rd National Games being held in the state between February 9 and February 18, 2007. This is Assam’s first shooting range.
The new complex has been built to national standards with 30 firing points each for 50-metre and 10-metre events. There are four bays for 25-metre events and one range each for trap and skeet. It is fully equipped with the latest electronic equipments from SIUS ASCOR and Laporte trap and skeet machines.
Sixteen states/units from all over India comprising 348 shooters participated in the games. The maximum participation was from Punjab, Assam, SSCB, and UP. In the medals tally, SSCB was first, followed by Maharastra.
Six new national games records were created: two by Sanjeev Rajput in 50m Rifle 3 Position ISSF Men and 50m Rifle Prone ISSF Men, three by Tejaswini Sawant in 50m Rifle 3 Position ISSF Women, 50m Rifle Prone ISSF Women and 10m Rifle ISSF Women and one by Annu Raj Singh in 10m Air Pistol ISSF Women.
Tejaswini Sawant’s performance was particularly praiseworthy as she won six gold medals (3 individual and 3 team) with excellent scores. Her performance in the 50-metre rifle 3 position women’s category was exemplary as she improved upon her old record by a margin of 10.80 points, to score 686.7. She was ahead of the silver medalist by 18 points. Top shooters in shotgun events were absent and scores of those who participated were very low.
The Assam government organized the 33rd National Games in Guwahati successfully despite constant threat from ULFA, a terrorist organization in the state. A new games village with a capacity of 8,000 beds was built at Beltola and foolproof security arrangements were made for all the participants during the Games.

BSF successfully holds 50th national shooting meet
The 50th National Shooting Championship Competitions in rifle and pistol events was conducted by the BSF successfully between December 12 and December 22, 2006, despite being entrusted with the charge at a short notice.
The BSF has conducted several such competitions on these ranges in the past and did not face many problems in providing the best available facilities. However, there was a minor problem in providing camp accommodation for the shooters but the same was sorted out by Mohinder Lal, DIG, BSF and commandant of the training center.
In rifle and pistol events, 866 shooters from 34 states/units participated. The shooters consisted of 418 men, 165 women, 187 junior men and 96 junior women. Maharashtra fielded 57 shooters, UP 110, the Army 90 and Punjab 74. Lady shooters from Maharastra were leading in various women’s events. Five new national records were established.
Men’s events dominated in team events. The Navy team was ahead of the Army with three gold and three silver medals; the Army won two gold and three silver medals in various men’s team events. The BSF shooters were close on their heels with Arun Singh, a junior shooter from Uttaranchal, displaying tremendous performance in rapid fire junior men’s events. He won a gold medal and established a new national record with 488/600, improving the existing record of 456 by a margin of 32 points. Anisa Sayyed also established a new national record in the 25-metre pistol women’s event with a remarkable score of 7ange complex opened at Kahilipura in Assam on the occasion of the 33rd National Games being held in the state between February 9 and February 18, 2007. The 50th National Shooting Championship Competitions in rifle and pistol events was conducted by the BSF successfully between December 12 and December 22, 2006, despite being entrusted with the charge at a short notice.
The BSF has conducted several such competitions on these ranges in the past and did not face many problems in providing the best available facilities. However, there was a minor problem in providing camp accommodation for the shooters but the same was sorted out by Mohinder Lal, DIG, BSF and commandant of the training center.
In rifle and pistol events, 866 shooters from 34 states/units participated. The shooters consisted of 418 men, 165 women, 187 junior men and 96 junior women. Maharashtra fielded 57 shooters, UP 110, the Army 90 and Punjab 74. Lady shooters from Maharastra were leading in various women’s events. Five new national records were established.
71.9 improving the old record of 765 by a margin of 6.9 points.
This competition was held under the personal supervision of Mohinder Lal. He has just retired from service and his contribution towards promotion of the shooting sport in the country is highly commendable. The NRAI wishes him a happy and peaceful retired life.

The NRAI held the 50th National Shooting Championship Competitions in skeet gun events at Dr. Karni Singh Shooting Ranges in Tughlakabad in New Delhi. Top 156 shooters from 15 states/units participated. There was almost equal representation in the three events with trap shooters totaling 61, double trap shooters 57 and skeet shooters 59.
In trap women’s event, Shagun Chowdhary established a new national record with a score of 65/75 improving her own record by 4 points. All the 6 skeet shooters who reached the final round improved on their existing national records but their scores were still far below international standards

The Army conducts big bore rifle competition
The Army marksmanship unit at the Infantry School in Mhow had the privilege to organize big bore rifle competitions at its big bore ranges between January 22 and January 25, 2007. They have held such competitions several times in the past and their expertise was a great help in the successful conduct of these matches.
Fifty-four shooters from 12 states/units participated. The Army fielded 27 shooters, half of the total number of participants and went on to win all the medals (Gold, Silver and Bronze) in 300-metre Rifle 3 Position (ISSF) National Championship Men, 300-metre rifle prone (ISSF) National Championship Men, 300-metre rifle prone (ISSF) National Championship Women, 300-metre Standard Rifle 3 Position (ISSF) National Championship Men and 300-metre Standard Rifle Prone 3 Position (ISSF) National Championship Women.
In 300-metre Rifle Prone (ISSF) Championship, Allan Daniel Peoples established a new national record by scoring 574 with a margin of 34 points.

Good show at Hungarian Open 2007
Eleven countries comprising 203 shooters competed. India fielded a large contingent of 27 shooters.
Matches were conducted on January 20 and January 21, 2007, in both air pistol and air rifle disciplines in the Men’s, Junior Men, Women and Junior Women categories. There were eight matches on each day.
On January 20, India won four gold, three silver and one bronze medals, while on January 21, it bagged five gold, three silver and four bronze medals. India topped the medals tally on both days.

Tough fight at Munich
The international shooting competition in air rifle and air pistol was held in Munich, Germany, between January 24 and January 27, 2007. Forty-six countries participated.
India fielded the same contingent of 27 shooters who had excelled at the Hungarian Open. motion of the shooting sport in the country is highly commendable. The NRAI wishes him a happy and peaceful retired life.

In 10-metre air rifle women’s category, Suma Shirur was placed fifth with an excellent score of 398 + 102.2 = 500.2. Tejaswini Sawant was 11th with a score of 397.

Encouraging response at Inter College meet
The UP State Rifle Association, under the auspices of the NRAI, successfully conducted the 2nd All India Inter College Shooting Championship 2007 in air pistol and air rifle events at the Eklavya Sports Stadium in Agra between January 30 and February 1, 2007.
The championship was only open to students studying in colleges affiliated to Indian universities.
The response to this event belied all expectations. Ninety-seven colleges from across India competed in this tournament. An indoor range was specially created for this meet and three records were established.
The NRAI is grateful to Shyam Singh Yadav, President of the UP State Rifle Association, who took personal interest in ensuring the success of this championship.

First Asian Practical Coaching Course in India

India had the privilege of conducting the first Asian Practical Coaching Course in Rifle and Pistol disciplines in New Delhi between January 20 and January 27, 2007. The NRAI had full support of the Asian Shooting Confederation which had specially chosen India as venue for the 2007 course.
There were 32 students – 23 from India and 9 from other Asian countries which included three from Kuwait, two from Philippines and one each from UAE, Bahrain, Bangladesh and Oman.
Tibor Gonczol of Australia and Laszlo Szucsak of Hungary, who are well-known international coaches in pistol and rifle disciplines respectively, conducted this course. The instructions were imparted both theoretically and practically with the use of modern techniques/gadgets. The instructors laid special stress on human psychology and mental training.
At the end of the course, there was a written test. 27 students qualified and are eligible to receive diploma from the Asian Shooting Confederation.

Moraad Ali Khan, an ace shooter in shotgun double trap event, has been elected as a member of the ISSF Athletes Committee until the World Championships are held in 2010.
This sub-committee has been formed to take care of interests of the athletes.

Baljit Singh Sethi in ISSF Executive Committee
Baljit Singh Sethi, secretary general of NRAI, has been elected as a member of the Executive Committee of the ISSF in the General Assembly meeting of the ISSF held at Zagreb (Croatia) on July 29, 2006. His election to the committee is a mark of recognition of the excellent performance by Indian shooters in the recently concluded world shooting championships.
